Fall Baseball Rules & Regulations

 

1.      Schedules

a.      All game times final unless weather hinders play.

b.      Coaches may swap game times in schedule from coaches meeting until opening day.  THE MORNING OF OPENING DAY, SCHEDULES ARE “LOCKED” IN.

c.      Rainouts will be called at least 2 hour before game time. Rainout hotline will be updated 2 hours prior to game times.

d.      In the event of a rainout, coaches are responsible for rescheduling and getting information to FVSA via email or telephone.

e.      Fall League website will have up to the minute information in regards to games status/cancellations/reschedules. Boldfaced P will represent postponed.  Postponed games that have been rescheduled will have a boldfaced R.  Please check your team’s schedule. 

f.        Games will be held to a strict 2 hour time limit; when 1 hour 50  minutes is reached current 1/2 inning will be played out. Last bats are not necessary.

g.      Regular season games may end in a tie

h.      Coin flip will determine home team throughout season and tournament.

i.         4 innings constitutes an official game.

 

2.      Rosters

a.      Minimum roster size is 12 (Unless equivalent fees paid or FVSA acceptance)

b.      All players must have all fees paid and all waivers and paperwork complete to FVSA by first game.

c.      Teams unable to fill a roster may add enough players to their roster as long as they meet these criteria

1.      Proof of proper age requirements

2.      Not listed on any other roster in same division

d.      Any team unable to field a team (8 players) within 15 minutes of scheduled game time forfeits their game time. May Borrow From Opponents Roster to Fill Out Line-up. If line-up drops below 8 due to injury, ejection, etc. team must forfeit.

e.      Coaches may use free substitution in order to allow all players ample playing time on the field

 

3.      Equipment

a.      Each team will be supplied with 12 game balls.  Additional new game balls are available for purchase from FVSA

b.      Helmets/ catcher’s gear will be available at game locations for use during games only. Gear must be returned to its proper location at the end of each day

c.      Bat requirements will be outlined in each division’s outline

 

4.      Umpires

a.      All umpires will be provided for by FVSA

b.      Umpire’s Judgment calls are final. FVSA will back up rulings 100%

c.      Game protests are not allowed or heard. FVSA representatives will be available during tournament for official rulings

d.      All umpire attitude issues or rulings outside of the framework of the game itself will be heard and dealt with by FVSA and corresponding umpire organization. Coaches, parents, or players should not take these matters up with umpires personally

 

5.      Fields

a.      All field locations are made available to us by the volunteers and workers who strive to make them ready on a day-to-day basis.

b.      Please be respectful of their work/ do not vandalize or litter the field

c.      Clean up dugouts when your game is over

 

6.      Scoring

a.      Standings are not recorded

b.      Teams may or may not keep score/optional

c.      Tournament pairings were randomly seeded before any games were played

d.      Scoring and reporting of results will be in effect at tournament time

e.      Winners of postseason tournaments will be given awards.

 

7.      Tournament Rules (End of Season)

a.      2 hour time limit on playoff games.  I.E. Games may conclude after 5 or 6 innings if the two our time limit has been breeched.  Last bats if necessary.

b.      Mercy Rule is in full effect; no exceptions (15 after 4 innings or 10 after 5 innings).

c.      Game Results must be reported to FVSA, ASAP.

8.      Player and Coach Conduct

a.      Umpire rulings are final!  See Conduct Agreement

b.      Any coach or player ejected for any reason can be removed from the league and may not be eligible for tournament play. Issues will be dealt with on a case-by-case basis.

c.      Non-sportsmanlike conduct (i.e. swearing, damaging equipment, fighting, berating and belittling of players, taunting) is grounds for ejection

d.      No use of smokeless tobacco on field.  Parents may be permitted to smoke in designated areas in accordance with field locations. 

e.      No alcohol permitted at any location.

f.        FVSA will make every attempt to stay on schedule in the event of rain.  Games may be delayed or rescheduled in an event fields are not playable. 

9. Trout Park Facility

a. Please refrain from stepping on foul line at Trout Park.  This facility has a permanent foul line in place which players can damage with metal spikes.  While warming up, please “give” 10 feet to fair territory to warm up.

b. No pre game infield is allowed at Trout Park

c. No swinging in the grass.  Hitting stations are located down left and right field lines for pre-game hitting.  Warm up swings may only be taken on mats or on limestone.

 

 

 

8-9 Division Tournament Rules / Using Little League Rulebook as a guideline;

 

                        1. Batting

a.      League will employ continuous batting order up to 12 players.

b.      Teams over 12 have the option of batting all roster players.

c.      Bats may not exceed 2 ¼ inches in diameter.

d.      Bats may be made of metal or wood.

e.      No composite barrel bats

f.        Infield Fly Rule is in effect with less than two outs and men on 1st  and 2nd  or bases loaded.

g.      Drop Third Strike Rule is never in effect

 

2. Base running

a.      No lead offs.

b.      No Stealing until ball crosses home plate.

c.      No scoring on a passed ball or wild pitch.

d.      If Defense attempts to make a play on runner: Runner may advance at own risk. (including overthrows to pitcher)

e.      Player must slide at all bases (except 1B) when a play is being made.

f.   Base runner must use effort to avoid incidental contact on the base  

      paths.

g.  No head first slides/player will be warned after first offense.

h.  Base coaches will be adults. No players allowed to coach bases.

 

3. Pitching

a.      Pitcher is allowed to pitch a maximum of 3 innings per game.

b.      Any pitcher who exceeds 2 hit batsmen per inning/ 3 per game must be removed.

c.      After the third coaches trip to the mound pitcher must be removed.

d.      No balks.

e.   Pitcher must have 1 day of rest except for tournament.

 

4. Coaches

a.      All persons under 18 not on defensive team must wear helmets when not in the dugout.

5. Mercy rule

a.      Any team behind by 15 runs after 4 innings (6 innings is a complete game) or 10 runs after 5 innings may invoke mercy rule/Mercy Rule not mandatory except for tournament.

b.      If all batters have had at least 1 at bat in the inning a 9 run limit per inning will be invoke (except last inning)

c.      No Time Limit During Playoff Games

 

 

 

10-11 In House Division/ Using Little League Rulebook as a guideline;

 

1. Batting

a.      League will employ continuous batting order up to 12 players.

b.      Teams over 12 have the option of batting all roster players.

c.      If opponent has less than 12 available players, coach has option of only batting an equal number of players.

d.      Bats may not exceed 2 ¼ inches in diameter.

e.      Bats may be made of metal or wood.

f.        No composite barrel bats.

2. Base running

a.      No lead offs.

b.      Player must slide at all bases (except 1B) when a play is being made (Avoid Contact).

c.      No head first slides/player will be warned after first offense.

d.      Base coaches will be adults. No players allowed to coach bases.

3. Pitching

a.      Pitcher is allowed to pitch a maximum of 4 innings per game.

b.      Any pitcher who exceeds 2 hit batsmen per inning/ 3 per game must be removed.

c.      After the third coaches trip to the mound pitcher must be removed.

d.      No balks.

e.      Pitcher must have at least 1-day rest between appearances except for the tournament.

f.        Any coach or player may warm up the pitcher with proper face protection.

4. Mercy rule

a.      Any team behind by 15 runs after 4 innings (6 innings is a complete game) or 10 runs after 5 innings may invoke mercy rule/optional.

 

5. Field

a.      Dimensions are 60’ bases and 46’ pitchers mound.

 

 

 

 

12-13 In House Division/ Using Senior Little League Rulebook as a guideline;

 

1. Batting

a.      League will employ continuous batting order up to 12 players.

b.      Teams over 12 have the option of batting all roster players.

c.      If opponent has less than 12 available players, coach has option of only batting an equal number of players.

d.      Bats may not exceed 2 3/4 inches in diameter.

e.      Bats may be made of metal or wood.

f.        No composite barrel bats unless they meet the approval list, Approved composite barrel bats must be a -3.

 

2. Base running

a.      Lead offs are allowed.

b.      Stealing is allowed.

c.      Player must slide at all bases (except 1B) when a play is being made (Avoid Contact).

d.      No head first slides/player will be warned after first offense.

 

3. Pitching

a.      Pitcher is allowed to pitch a maximum of 5 innings per game.

b.      Any pitcher who exceeds 2 hit batsmen per inning/ 3 per game must be removed.

c.      After the third coaches trip to the mound pitcher must be removed.

d.      Pitcher will be given 1 warning in the event he commits a balk/ Umpire will explain infraction.

e.      Second offense will result in runner advancing 1 base.

f.        Pitcher must have at least 1-day rest between appearances except for the tournament.

 

4. Mercy rule

a.      Any team behind by 15 runs after 4 innings (7 innings is a complete game) or 10 runs after 5 innings may invoke mercy rule/optional.

5. Field

a.      Dimensions are 90’ bases and 60’ mound

 

 

 

 

Frosh/ Using IHSA Rules as a guideline;

 

1. Batting

a.      Teams may opt for continuous batting order.

b.      Each team will be allowed the use of a DH (designated hitter) to bat in the place of any player on the field.

c.      Each team will be allowed the use of an EH (extra hitter) bringing the number of batters in your lineup to 10.

d.      Bats must pass IHSA guidelines (2 5/8” barrel, minus 3 length to weight ratio and be BBCOR certified).

e.      Bats may be made of metal or wood.

f.        No composite barrel bats unless they meet the approval list. 

 

2. Pitching

a.      Pitcher must have at least 1-day rest between appearances except for the tournament.

 

3. Mercy Rule

a.      Any team behind by 10 or more runs after 5 innings may invoke the mercy rule/ optional.

4. Field

a.      Dimensions are 90’ bases and 60’ mound

 

 

 

 

 

16-18 Division/ Using IHSA Rules as a guideline;

 

1. Batting

a.      Each team will be allowed the use of a DH (designated hitter) to bat in the place of any player on the field.

b.      Each team will be allowed the use of an EH (extra hitter) bringing the number of batters in your lineup to 10.

c.      Bats must pass IHSA guidelines (2 5/8” barrel, minus 3 length to weight ratio and be BBCOR certified).

d.      Continuous batting order is optional.

e.      Bats may be made of metal or wood.

f.        No composite barrel bats unless they meet the approval list.

 

 

2. Pitching

a.      Pitcher must have at least 1-day rest between appearances except for the tournament.

 

3. Mercy Rule

b.      Any team behind by 10 or more runs after 5 innings may invoke the mercy rule/ optional.
